Call for EXCEL 2018 Workshop Proposals

As we plan for an exciting 21th year of providing cutting-edge education for EEO professionals, we are pleased to invite you to participate in the 2018 Call for Presenters.

Our Theme for the 21th EXCEL Conference is Training, Compliance and Beyond. The EXCEL Conference will be held on July 10-12, 2018 in Washington, DC. If you have already submitted a proposal, THANK YOU! If you haven’t, it’s not too late. The submission deadline is December 11, 2017.

We are seeking EEO professionals, industry consultants, professional speakers and trainers, and industry suppliers who can expand the knowledge base of the attendee, presenting new twists on an old idea/practice, solutions to a new challenge, best practices or new trends. Attendees should leave with knowledge, ideas, tools and know-how that will help them excel in their jobs and bring value to their organizations.

Today, the U.S. Department of Labor announced the Final Rule implementing the Honoring Investments in Recruiting and Employing (HIRE) American Military Veterans Act (HIRE Vets Act), signed by President Trump in May.  The rule establishes a new HIRE Vets Medallion Program, which will recognize qualifying companies with a HIRE Vets Medallion Award, for their commitment to recruit, employ, and retain America’s military service veterans.

In 2018, the Department will conduct a limited HIRE Vets Medallion Program Demonstration—more details will be available soon so be sure to visit www.hirevets.govfor updates.

The HIRE Vets Medallion Program is an opportunity for companies, of any size, to signal their commitment to employing veterans. Throughout the coming year, the ongoing investments companies make in our veterans will count when they apply for the HIRE Vets Medallion Award in 2019.

Cornell University & NILG Section 503 Survey Deadline  Extended through October 31, 2017  


As we communicated to you in September, the NILG and Cornell University are partnering on a survey-based research project to build an understanding of how federal contractors are initially responding to the revised regulations implementing Section 503 that became effective on March 24, 2014.

We continue to seek the participation of the ILG Community to help identify what works in implementing Section 503. The more contractors that participate in the survey, the more useful the results will be.

Specifically, the survey asks questions about:

  • Affirmative action goals/targets related to employing individuals with disabilities
  • Use of the Voluntary Self-Identification Form to collect disability status information
  • Practices that are working and challenges that remain to implementing Section 503

By collecting these data and sharing results with the contractor community the goal is to promote good practice and develop tools and resources for areas where contractors see challenges with implementation.

The NILG understands contractors may wish to review a hard copy of the survey before completing the online version, so we have secured a sample survey in pdf which is now posted on the NILG website for your convenience.  Please click Sample Survey to view and download.

The 2018 Industry Liaison Group (ILG) National Conference is seeking excellent breakout session speakers on affirmative action compliance; diversity and inclusion; and equal employment opportunity. Federal contractors from across the country will be converging on Anaheim, California for three and a half days of learning and networking. We encourage all interested speakers to submit a presentation proposal by completing our online submission form which is located at this web address: Also, if you know of someone you think would be a great presenter for our conference, please help us spread the word by forwarding this email invitation to them.

Proposal Deadline and Selection Schedule

The deadline for submitting presentation proposals is Monday, October 23, 2017. We are aiming to complete the selection process by mid-January 2018. Selected speakers will receive specific directions regarding spring deadlines for submitting presentation materials. The event itself begins with an all-day preconference on Tuesday, July 31, followed by the main conference from Wednesday, August 1, through noon on Friday, August 3.

Who Should Submit a Proposal

We would appreciate hearing from long-time presenters as well as those who are new to presenting at the conference. Presenters typically include attorneys, consultants, community-based organizations, government employees, and federal contractors. If you’re a federal contractor with an innovative program or success story to share, we would love to hear from you. To help generate ideas, we are providing a non-exclusive list of potential topics.

Speaker Benefits

Speakers who are selected will receive complimentary admission to attend all conference sessions and participate in the meals and events. All other expenses (such as hotel and transportation costs) will be the responsibility of the speaker. There will be a maximum of two (2) complimentary registrations per presentation/workshop. Participation in planning or sponsoring the conference does not guarantee selection as a speaker.

Presentation Length

Preconference breakout sessions will be 90 minutes. The main conference breakout sessions will be 60 minutes. Speakers should either allow audience questions throughout their session or leave time for questions and answers at the end to encourage interactive workshops. Attendance at each breakout session typically ranges between 50 to 200 people. In 2017, approximately 400 people registered for the preconference and approximately 850 people registered for the main conference.

Criteria and Protocol

Criteria for Selection of Speakers 
We strive to offer a balanced schedule of programs to address current or emerging issues in affirmative action compliance; diversity and inclusion; and equal employment opportunity (EEO). Some hot topics may merit coverage by multiple presenters, but our overall goal is to offer a variety of perspectives and practical insights. Our theme in 2018 is Navigating the Waves of Change.

Some of the breakout sessions will be designated for optional educational tracks. At this time, we anticipate offering tracks for (1) academic institutions; (2) new practitioners (foundational classes); and (3) continuing legal education (CLE).

We will evaluate each proposal on a 1 to 5 scale based on how the proposal reveals (1) the quality of the lead presenter, including subject matter expertise and credentials; and (2) the quality of the presentation (important topic, substantive learning objectives, and robust coverage). Proposals will be given a plus for offering a creative or original topic or approach. If you presented at a prior ILG national conference, we will also consider attendee evaluations of your presentation. If you haven’t previously given a presentation at our conference, you are welcome to offer references.

No speaker is guaranteed an opportunity to speak unless confirmed in writing by one of the co-chairs of the program committee.

Speaker Protocol
All speakers at the ILG National Conference must have the primary objective of providing an educational, developmental, or strategic opportunity for attendees. Presentations shall not include any overt solicitation on behalf of any individual, vendor, product, or commercial activity. Instead, promotional opportunities are offered through the exhibitor and/or sponsorship process at the conference. In general, there should be no more than two (2) speakers per presentation. If for some reason you believe you need more, please provide an explanation. Please keep in mind that even if additional speakers are approved, the maximum number of complimentary registrations is capped at two (2) per presentation.

Complete Survey on Section 503 by Sept 29!

Dear Members,

We recognize there are challenges in understanding and complying with Section 503 of the Rehabilitation Act. Having tools and resources to guide you through the process can be helpful but are often hard to come by. In an effort to combat this inaccessibility for federal contractors, NILG has partnered with Cornell University’s K. Lisa Yang and Hock E. Tan Institute on Employment and Disability to conduct a survey-based research project aimed to help in the design of new tools, resources and other assistance to support contractors with their compliance needs.

We would like to invite all human resources and legal professionals who are involved in the implementation of Section 503 regulations for their organization to participate in this study where you will be asked to anonymously provide information regarding the characteristics of your organization, your affirmative action goals, use of the voluntary Self-ID form and Section 503 implementation practices. Once the information has been compiled and analyzed,respondents will gain not only the final report, but also access to Cornell’s online benchmarking tool on workplace disability inclusion and six free online training courses with HRCI credit eligibility.
